Until Sir Sandford Fleming changed the face of World time as we know it in 1883, each city in the world set its clocks to their own local time based on when the sun was at its highest in the sky, when viewed from that particular city. So each city would be different i.e. it would be 6:00PM in New York City , and 6:12PM in Boston as Boston is around 3 degrees east of New York City.
Sir Fleming's time zones idea caught on at
a conference held in Washington, D.C. in 1884, as all attending delegates agreed that the current local times meant that modern transport wasn't working as efficiently as it could.
